    • Overview of FEDI’s Quality Management System

            1. Our management system passes the re-authentication audit organized by the certification center in September, 2010. (See certificates of QMS,EMS,OHSMS)
            2. History of quality, environment and occupational health and safety management system:
            3.TQC management was effected in 1987;
            4.The QMS was established according to ISO9001-1994/GB/T19001-1994 in 1995 and authenticated in February, 1997;
            5.The QMS was established according to ISO9001-2000/GB/T19001-2000 in 2001 and authenticated in 2002, and the certificate of the QMS was obtained in 2002;
            6.The integrated management system was established by integrating the quality standard GB/T19001-2000, the environment standard GB/T24001-2004 and the occupational health and safety standard GB/T28001-2001 in 2005, and it was authenticated by the QMS,EMS,and OHSMS in October, 2007; the QMS underwent 2008 version conversion in September, 2009.

    • FEDI’s quality management system and its description

            Our management system was re-authenticated in 2010. The management system was upgraded according to the QMS standard GB/T19001-2008-ISO9001:2008 and based on the actual situation of FEDI. The new QMS pays more attention to the demand of customers and all stakeholders. Through upgrading, audit and other continuous improvements, the effectiveness and operability of the management system is improved continuously. We earnestly implement the    QMS standard GB/T19001-2008-ISO9001:2008 during engineering survey and design, thus effectively ensuring the quality of the survey and design products and being favorably appraised by customers.

    Managerial principles

    The managerial principles of Fujian Electric Power Survey & Design Institute (FEDI) are as follows: realistic and innovative, creating exquisite articles, compliance with law, environmental protection and conservation, sincere service, people oriented.

    Quality objective

            Fully implement the QMS standard, and insist on constant innovation and continuous improvement.
    Abide by national laws, regulations and standards, meet customers’ requirements, ensure the rate of qualified products to be 100%, and cause main technical and economic indicators to reach the domestic and industrial advanced level of similar projects in the same period.
            Offer warmhearted and honest services to customers to satisfy customers and ensure the contract fulfillment rate to be 100% and the service satisfaction rate to be above 90%.
            Keep after top-class technology, high-quality products and best services.

    Environment objective

            The enterprise’s activities, products and services shall comply with national and local environmental laws, regulations and other requirements.
            Constantly improve the environmental protection awareness and skills of the entire personnel, and adopt reasonable measures to reduce the adverse effect on environment and ecology in activities, products and services. Construction projects are free of environmental pollution accidents.
    Save energy and reduce the cost, i.e. saving water and electric power and reducing material consumption. Environmental cleaning, management of refuse classification and waste discharge shall comply with environmental protection requirements.
            Encourage the supplier to implement the environment management system.

    Occupational health and safety objective

            The enterprise’s activities, products and services shall comply with national and local occupational health and safety laws, regulations and other requirements.
    Establish OHSMS, improve the conditions for safety in production, reduce safety risk and constantly raise the occupational health and safety level of the staff. The distribution of labor protection articles shall be timely and comply with national standards.
            Construction projects are free of safety accidents. No accidents of grievous bodily injury and above occur in the enterprise.
            Encourage the supplier to implement the OHSMS.

    Management system

            According to the requirements of the quality, environment and occupational health and safety management standard, the documented management system established by Fujian Electric Power Survey & Design Institute is divided into three levels:
            Management handbook – clarifies our managerial principles and the quality, environment and occupational health and safety management objectives, is the overall description of our management system, and covers all requirements of the quality, environment and occupational health and safety management standards.
            Procedure documents – in order to implement the control activities required by the quality, environment and occupational health and safety management systems, 31 procedure documents are drafted in respect of the control of survey process, the control of design process and the control of service process.
    Operation documents – in addition to applicable national, local and professional laws, regulations, procedures, specifications and requirements, such 93 relevant working standards and management standards as excellence creation management measures, finished products review system and field representative system are drafted according to the actual situation of FEDI.

            All these documents are subject to dynamically controlled management. The management system documents in such three levels constitute a mutually associated and supported unified whole, cover the management process, the product realization process and the support process, and enable managerial, executive and verifying personnel at all levels to comply with applicable laws and have goods grounds when maintaining safety and quality management control.
            We completely understand the owner’s requirements and expectations for this project, earnestly develop the awareness of production safety-based engineering construction and environmental protection, and take into account economic benefit, social benefit and environmental benefit. We also propose the measures and schemes for implementing the management during the full life cycle of the construction project.
